Police arrested a man named Liu Haoxing, said to be the manager of a building in Kampot which housed an online fraud operation, and two other men, Li Xingpeng and Zhu Renzhe, who are allegedly connected to the kidnapping and torture of 22-year-old South Korean student—identified as Park Min-ho. He was found dead near Bokor Mountain at 2am on August 8.
