Election observers said they witnessed several irregularities during Sunday’s commune council election, including the presence of armed forces at polling stations, inadequate efforts to ensure voters were properly registered, and vote counters refusing to allow observers to watch the process.
The National Election Commission (NEC) spent more than $60 million on Sunday’s commune elections, about $10 million under its budget. The National Election Committee (NEC) received almost 200 complaints from different political parties in relation to the campaign and process of the 5th-mandate commune council elections. As of June 9, the NEC, whose final decisions cannot be appealed, had decided on eight complaints.

The new voter turnout rate for Sunday’s Commune/Sangkat Council Election is 80.19 percent or 7,382,449 of the total 9.2 million eligible voters, according the National Election Committee (NEC). Kampong Speu is the province with the highest turnout rate of 87.83 percent, followed by Kep, Takeo and Kandal provinces with 87.29, 85.90, and 85.46 percent, respectively, NEC pointed out, adding that Banteay Meanchey province has the lowest rate of 67.95 percent. The National Election Committee said the ruling Cambodian People’s Party (CPP) had won 80.82 percent of the 11,622 commune council positions, while the opposition Candlelight Party (CLP) took 18.72 percent.
