Sam Rainsy has claimed that his announced return on November 9 is an “opportunity for a return to dialogue and reconciliation”, and called for guarantees from the UN and the international community. In support of its “acting president” Sam Rainsy, the Supreme Court-dissolved Cambodia National Rescue Party (CNRP)  the “nine fingers” campaign, even as the government warned of strict legal action against those who took part in it.  The Hun Sen government accuses the Cambodian opposition leader who lives in exile is calling for a people’s uprising, and an army rebellion, against the government.  The Ministry of Justice has warned that civil servants involved in any “coup” attempt by Sam Rainsy, the “acting president” of the Supreme Court-dissolved Cambodia National Rescue Party (CNRP), to overthrow the government will face life in prison.
